Massachusetts Allowed to Phase in ACA Rating Rules

Federal regulators gave Massachusetts—a state with an individual mandate much like the Affordable Care Act’s (ACA)—rare permission to phase in ACA rating rules over three years. But many businesses that argued for an outright exemption are not happy.

Other highlights include:

  • The Arkansas Senate approves a proposal to allow new Medicaid funds to be used to purchase private coverage.
  • California legislation that would require rate review for any large group rate increases in excess of CPI was scheduled for a committee hearing this week.
  • A proposal to expand managed care for Medicaid recipients in Indiana appears unlikely to pass this session.
  • New York is increasing the number and mix across metal tiers of non-standard plans that can be offered on the individual and SHOP exchanges.
